A debt reduction plan, “collect billions from tax cheats”.

A June 30th post by Tony Pugh suggest that the Internal Revenue could change its enforcement policies and collect “billion” from tax cheats.  When we are hearing more about the federal deficit, you would think this approach would significantly help.  The proposed budget for the IRS reflected an increase of $1.2 billion including about $240 million to improve enforcement.  The estimated net extra annual revenue would be $1.3 billion.  
The current sentiment in the House is to reduce the budget for the IRS.  Sounds like there is more out of balance than the budget.
